Urban Mob

When members of the small farmer class lost their farms, they often moved to the city because if you're going to die of starvation, there's no place like Rome to do it.  Apparently.  Also, many wives and children moved to Rome because the men in their family had all been killed in the numerous battles Rome fought.  These people were poor and often homeless.  They could vote but they couldn't serve in the army.
